April 1, 2014 LOB Election Details

Thank you for your support.  The LOB election passed favorably by 67%.





April 1, 2014


  • Our Local Option Budget (LOB) is used for operating costs. It is calculated from our General Fund budget and provides additional dollars for costs such as salaries, utilities, and classroom supplies.
  • The increase in the LOB will result in NO additional mill levy increase for patrons.
  • Voters in the Louisburg School district will be asked to vote on a ballot question about whether the school district should be allowed to raise the Local Option Budget (LOB) by 1 percent - shifting taxing capability from limited use funds to operational funds.
  • The Board of Education does not take this shift lightly - but will be extremely prudent with your tax dollars. The Board is committed to reduce capital outlay by 1 mill but is not legally obligated to do so. Historically, this same strategy has been used to manage property tax increases.
  • All revenue generated by the LOB will stay in the Louisburg school district, keeping local monies local.






Why the shift in the LOB?

  • The district has worked hard to manage the budget cuts from the state over the last four years.  One of our main goals as a district was to minimize the impact of these cuts on students and staff, and to keep the cuts as far away from the classroom as possible.
  • Raising the LOB by 1% will allow the district approximately $95,000 to prevent significant cuts. (Examples that could be saved:  in-town bussing, teaching or other staff positions.


What will it say on the ballot?

“Shall the Board of Education of Unified School District No. 416, Miami County, State of Kansas, be authorized to increase its local option budget authority by an additional 1% of its state financial aid, with the authorization to be permanent.”

  • To vote in favor, vote “YES”
  • To vote against, vote “NO”

Voting “yes” will shift money to the LOB -- shifting taxing capability from limited use funds (i.e., Capital Outlay) to operational funds.

You may register to vote by mail or online. Advance voting is available in person or by mail as well.

 Key Dates to Remember:

  • Voter Registration Deadline:  March 1, 2014
  • Advance Voting begins: March 12, 2014
  • Election Day: April 1, 2014



  • Mail, fax or email the completed application to the County Clerk’s Office
  • Include a copy of your PhotoID or print your valid Kansas State Drivers License or State ID number on the application with your application
  • Upon receipt of completed application, a ballot will be mailed to you
  • After marking your ballot, place it in the return envelope and sign
  • Affix the appropriate postage and mail it to the County Clerk’s Office
  • You can return your own ballot in person to the County Clerk’s Office or designate someone else to return your ballot for you.  The person you designate has an affirmation to sign too!
